The Study on the Formation of the ASEAN Power Grid Generation and Transmission System Planning Institution, a research project implemented by Tokyo Electric Power Company Holdings, Inc. (TEPCO), discusses case studies in this field in Japan, Europe, and southern Africa.
The report includes various studies on power system planning and the ASEAN Power Pool (APP), including (i) how the mission and vision are defined, (ii) system planning functions and basic procedures, (iii) grids with multiple interconnections and how to develop them, and (iv) proposed regulations for the APP based on a Japanese case study
According to technical analysis and global trends, the following are the main features regarding the development of interconnections: (i) security, the economy, and grid stability are generally the key reasons for connecting grids with neighbouring countries; (ii) the current electrical mechanism, development stage, and the culture of each country must be respected; (iii) grids can be connected under the agreed regulations while retaining different systems, schemes, and methodologies; and (iv) The agreed documents including on the establishment of the APP must be discussed and clear short-, medium-, and long-term goals should be shared.
Through international case studies, this report aims to help policymakers, experts, and stakeholders take complex steps towards building connected grids, effective markets, and harmonised cooperation amongst ASEAN Member States.
