The ERIA School of Government invites fellows to join our community, connecting with partners committed to addressing regional public policy challenges in ASEAN and East Asia. Based in Jakarta, and in collaboration with our researchers and partners, we work closely with the ASEAN Secretariat to cultivate expertise in ASEAN and regional affairs. This fellowship aims to establish and strengthen a community of experts dedicated to advancing regional public interests, which are crucial for community-building in Southeast Asia and East Asia.

About the ERIA School of Government

The ERIA School of Government is dedicated to establishing Southeast Asia's leading public policy school, fostering leadership and governance excellence across ASEAN. We aim to create a vibrant intellectual hub that shapes the future of regional public policy. The school is intended to become the intellectual platform for learning from the region, among its members, and to serve as a hub for networking in the creation of a public policy community within the region.

Application Process

The deadline for applications is 11th May 2025. Applications that meet the eligibility criteria will undergo a multi-stage review process by ERIA experts. Following the initial selection, interviews will be conducted on 26th or 27th May, and all applicants will be notified of the selection results by early June. The fellowship will begin on 1st October and conclude on 31st August.

On the application form, you will be asked to 'List 1-2 members at ERIA with whom you wish to seek mentorship during the fellowship, if selected.' Please do not contact the ERIA members you list. Writing to them will not affect your application. ERIA School of Government will assign an appropriate member as your partner/mentor if you are selected.

Eligibility

  • Candidates must hold a master's or doctoral degree, preferably in, but not limited to, public policy fields.

  • Mid-career government officials whose expertise aligns with ERIA’s mission.

  • Proficiency in written and spoken English.

Selection Process

Fellowships will primarily be awarded based on the quality and relevance of the research proposal. Applicants should demonstrate their academic and professional skills, as well as the originality of their approach to setting the public policy agenda. Proposals that address public interests at the regional level (rather than national interests) will be particularly encouraged. It is important that applicants present their research proposals clearly and coherently, so that experts from outside their nationality and field of specialty can understand them.

The basic criteria for selection are:

  1. Significance of the proposed research, including the importance and originality of the project;
  2. Relevance to public policy issues—applicants should convey the urgency or importance of their work and its potential to resolve a region-wide policy issue;
  3. Alignment of the proposed research with ERIA’s mission and existing research projects;
  4. Quality of the proposal in terms of definition, organisation, clarity, and scope. Applicants should explain what reviewers will learn from their project, why it is important, and how they will ensure the validity of their conclusions;
  5. The applicant’s capabilities and achievements, and the likelihood of successfully completing the proposed project;
  6. Potential for the candidate to contribute actively to ERIA’s mission by making expert research accessible to a broader audience;
  7. Career plans after the fellowship and how they intend to maximise their time at ERIA for their preferred career path.

Facilities and Services

Fellows will be primarily based at the ERIA Annex Office, with some days spent at the ERIA Headquarters within the ASEAN Secretariat. Both offices are located in central Jakarta, at Sentral Senayan II, and are equipped with personal computers, conference rooms, a reference library, and a dining area. Fellows will also have the opportunity to attend public lectures, executive roundtables, and other events organised by the ERIA School of Government.

Time spent at ERIA Headquarters will provide fellows with exposure to the ASEAN environment and opportunities to expand their professional networks.

Stipend

Fellows will receive a monthly stipend of up to USD 5,000 during their time at the ERIA School of Government. Fellows are responsible for their own travel costs, health insurance, accommodation, and daily necessities. The stipend will be prorated based on the length of stay at the ERIA School of Government and the residency period in Jakarta.

Length of Appointment

The fellowship term ranges from three to eleven months, within the period from 1st October 2025 to 30th September 2026.

Conditions of Award

Fellows must devote their full time to the fellowship. They may not engage in any other residency, permanent, or professional activities that require extended absences from ERIA during their fellowship.

Fellows are required to deliver an introductory in-house presentation, a final public presentation, and to publish one policy paper in English based on their proposed research project.

Fellows are encouraged to participate in internal meetings, where they can share ideas, receive feedback from their peers, and attend presentations by their colleagues. Fellows are also encouraged to participate in other ERIA Unit programs. The School of Government expects all fellows to find ways to share their expertise with the ERIA community.

Deadline for Applications

The application deadline is 11th May each year. After the first selection process, interviews will be held on 26th and 27th May, with all applicants notified of selection results by early June. The programme will commence on 1st October.

Application Materials

A complete application must include the following:

  • Fellowship Application Form

  • A current CV (not exceeding three pages)

  • For Postgraduates: A summary of your thesis and a list of publications

  • For Professionals: Official written approval from your office/organisation

  • Two recommendation letters:

    • For postgraduates: One from your final institution and one from an external organisation

    • For professionals: One from your employer and one from an external organisation

All application materials must be submitted in English.

Research Plan

  1. Research Proposal (not exceeding five single-spaced pages, using 12-point type)
  2. We prioritise research proposals that address regional interests in ASEAN and East Asia, rather than national interests.
  3. The proposal should align with ERIA School of Government’s mission, which is to support public policy and regional interests. The focus may be on collaborations between two or three countries, rather than covering all ten ASEAN member states.
  4. All research proposals must be submitted in English.

Letters of Recommendation

Two letters of reference should be received by ERIA before 11 May 2025 at 23:59 WIB (GMT+7).

Recommendation letters should be sent directly to our email before the deadline with the following subject format:

Please ensure that you submit the correct email address for your referees. It is your responsibility to ensure that we receive your references letters before the deadline. Applications missing reference letters will be considered incomplete. Reference letters must be written in English.


We may contact the referees of successful candidates during the selection process.
