Despite the increasing demand for start-ups utilising university research results as an engine for economic development in Cambodia, the human resources required to lead and support such start-ups is in short supply. This project aimed to develop and support human resources to play a central role in university-based start-ups. As it is difficult to promote practical start-up activities through traditional educational methods, the project aimed to develop human resources that use initiative and leadership to understand the significance of intellectual property, make effective use of it, evaluate the results of research on campus from both the technical and business perspectives, and realise start-ups according to their own business models. The project commenced in June 2023 and featured a 4-day intensive training program in Tokyo in September 2023. The programme was designed to equip key personnel from four Cambodian universities and start-up support staff from the Ministry of Industry, Science, Technology, and Innovation (MISTI) with essential skills and knowledge. Participants gained valuable insights to apply in educating start-up-related personnel and were inspired to take proactive initiatives in their respective roles in the future. The participants brought the learning outcomes to each university and held seminars for interested parties related to start-ups at the four universities in November and December 2023. The universities then solicited start-up business plans based on the university research results, and eight applications from the four universities passed the pre-screening process. In March 2024, the business plans were presented at a competition held at the Institute of Technology of Cambodia. The judges presented awards to the participants and expressed their expectation for further research and efforts on start-ups.
