ERIA Updates ASEAN on ACMF Action Plan 2026–2030 and Carbon Market Roadmap at First ACMF Chair Meeting

Penang, 13 February 2025: ERIA provided key updates on two major initiatives at the first ASEAN Capital Market Forum (ACMF) Chairs Meeting under Malaysia’s ASEAN Chairmanship, held in Penang on 13 February 2025. ERIA shared progress on the formulation of the ACMF Action Plan 2026–2030 and the development of an ASEAN Carbon Market Ecosystem Roadmap.
Significant strides have been made in drafting the ACMF Action Plan 2026–2030, a collaborative effort between ERIA, the Securities Commission of Malaysia, and EY Malaysia. The drafting team presented key findings from three stakeholder visioning workshops held in Malaysia, Indonesia, and the Philippines. Additional in-person workshops are planned for Singapore and Thailand, with virtual sessions scheduled for Lao PDR, Cambodia, Myanmar, and Viet Nam. The team also sought ACMF’s endorsement on key priorities to strengthen the framework’s structure.
ERIA representatives Sho Hayashi (Project Officer on Energy, ERIA/Asia Zero Emission Center) and Dr Joko Purwanto (Energy Economist) also presented a proposal for an ASEAN Carbon Market Ecosystem Roadmap. The proposed roadmap, aligned with the IOSCO Voluntary Carbon Market (VCM) Study, would be tailored to ASEAN’s diverse needs. It aims to establish a structured framework for carbon credit trading markets, alongside a robust monitoring, reporting, and verification system to ensure market integrity.
The ACMF Chairs welcomed ERIA’s proposals, commending the initiatives for their depth, precision, and alignment with international best practices.
