The building of global value chains in manufacturing is much discussed, but less attention is given to the growth of value chains in services, their drivers and their implications. In this policy brief, we discuss the nature of cross-border value chains in services
production, the value of taking a value chain perspective on the design of services policy, and how to develop priorities in that respect.
